Incumbent is responsible for developing and implementing public information, public engagement, and marketing initiatives in support of City programs and services. The position focuses on citywide initiatives with special emphasis on supporting revenue-generating enterprises. Reporting Structure Receives general supervision from the Manager of Public Engagement or higher-level management staff. Typical Class Essential Duties Provides communication, public information, and marketing support for public engagement projects, initiatives, and events with special emphasis on revenue generating enterprises. Develops comprehensive public information and marketing campaigns utilizing digital, print, social media, and other communication platforms. Develops reports and proposals to assist in decision-making regarding outreach programs and City initiatives. Conducts audience/constituent research for targeting, measuring, and evaluating communication and marketing programs. Coordinates citywide media efforts, news releases, press conferences, associated events, and public communications. Establishes and maintains relationships with media outlets, community partners, professional organizations, and other stakeholders to support public information, outreach, and engagement efforts. Coordinates assigned projects, including providing oversight to contracted consultants and vendors, monitoring project progress, and helping ensure project milestones and timelines are achieved. Develops clear, creative, and compelling content on the City’s website, Facebook, and other social media outlets Develops and coordinates emergency communications during citywide emergencies in collaboration with City Leadership and other appropriate personnel. Applies Community-Based Social Marketing principles to outreach initiatives as applicable. Monitors trends and best practices in marketing, public education and outreach, community-based social marketing, and events to recommend for implementation. Responds to media inquiries. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Performs other duties of a similar nature or level. Knowledge Of Knowledge (position requirements at entry): Microsoft suite and related business software. Social media, print, electronic, radio/television and other media used to distribute public information. Social media platforms, audience engagement strategies, and analytics. Marketing analytics and performance measurement techniques. AP Writing Style. Marketing, public information, and community relations. Confidentiality and pertinent privacy laws. Customer service principles. Public Information Act, its application, and compliance requirements. Basic math. Record keeping and file management principles. Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes. Modern office procedures, methods, and use of technological equipment including database management. Follow all City safety rules and procedures and immediately report all accidents/incidents or unsafe conditions to a supervisor. Establish and maintain effective working relationships with those contacted in the course of work. Training, Experience & Certifications EDUCATION and EXPERIENCE High school diploma or equivalent (G.E.D.) required. Minimum of three (3) years of professional experience in communication, marketing, public relations, or journalism. Public sector/local government experience is preferred. Associate’s and/or Bachelor’s Degree in Communications, Marketing, Public Relations, Journalism, or a closely related field preferred, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as listed below. LICENSING And CERTIFICATION REQUIREMENTS Possession of a valid Wyoming Driver’s License preferred. Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence. Physical And Environmental Conditions City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include: Emergency response/rescue Handling or working with hazardous materials, including chemicals as well as solid and liquid waste Operating or maintaining water and wastewater systems Writing or modifying code, maintaining or modifying City data systems including work on networks, servers, and communication systems CDL operations and driving Operating power-driven machinery or equipment Creating or modifying health, financial, security and or risk documents or assessments Working with or directing minors Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met. Incumbents in this position typically work indoors in an office environment and are subject to the common noises associated with office work including telephones, copiers, and printers. The position requires frequent sitting, typing, and customer contact, both by telephone and in person. This position may also require going out in the field to better understand Utilities and other City of Casper operations; personal protective equipment such as safety toe shoes, eye protection, safety vest, and hard hats be required for fieldwork.
